This modest government building in Agua Dulce, Veracruz houses the office of the agente municipal (mayor), a classroom/library, and two jail cells. Agua Dulce, a declining rural town of around 10,000 has seen stagnant returns for agricultural work for many years and massive emigration. One official estimated that 7,500 emigrants from Agua Dulce currently live and work in the United States.
